If you can't bear the itch to try new things and see new places, say, first patch of Volume II, Book 8 before it goes live and have an active LOTRO account, you can try the Bullroarer test server which will open at 11 a.m. EDT.
The in-development Bullroarer is a public test server which will be opened periodically to test new content. In order to make sure the accurate data and a large spread of character levels, LOTRO will clear the existing characters and copy all characters from a live server onto it.
But please bear one thing in mind. The server is still far form being complete and subject to change.
